Preheat oven to 475.º Place fish sticks in shallow pan and bake 8 minutes.
Meanwhile drain excess liquid from chili and place in small pan over medium heat. Stir in onion and green pepper.
Cook, stirring occassionally, until heated through, 5 minutes.
Remove fish from oven and top with chili. Evenly sprinkle on cheese and return to oven until melted, 2 minutes.
Place 6 chili-cheese fish on each of 4 serving plates. Top each serving with 1 Tbsp. sour cream and 1/4 of chopped chives.
