Heat oven to broil at 400°F. Arrange chips on a 12-inch pizza pan or medium cookie sheet, just overlapping edges.
Sprinkle evenly with cheese. Place a shrimp on each chip. Sprinkle with black olives and green onions.
Place under broiler for 2–3 minutes, just until cheese is bubbly. Add small dollops of guacamole and sour cream to top. Sprinkle evenly with tomatoes and cilantro. Serve immediately.
